Bisher war dieser Bereich der Psychiatrieabteilung des Spitalzentrums des franz\u00f6sischsprachigen Wallis angegliedert, wurde aber ab dem 1. Januar 2024 an das Zentralinstitut der Spit\u00e4ler \u00fcbergeben, um m\u00f6gliche Interessenkonflikte zu vermeiden, die durch die N\u00e4he zu den therapeutischen Aktivit\u00e4ten innerhalb der Psychiatrieabteilung entstehen k\u00f6nnten.<\/p>\n<p>Der psychiatrische Gutachterdienst, dessen Aufgabe darin besteht die Zivil- und Strafjustiz durch die Erstellung von fachkundigen Gutachten zu unterst\u00fctzen, wird aus \u00c4rzten, Psychologen und Kriminologen zusammengesetzt. Die Hauptauftraggeber sind die Staatsanwaltschaft, das Zwangsmassnahmengericht und das Straf- und Massnahmenvollzugsgericht in F\u00e4llen, in denen es darum geht, \u00fcber die Zurechnungsf\u00e4higkeit, die R\u00fcckfallgefahr und die Art der therapeutischen Massnahmen zu entscheiden, welche die Justiz gegen einen Straft\u00e4ter anordnen kann.<\/p>\n<p>Auch die Kindes- und Erwachsenenschutzbeh\u00f6rde (KESB) greift auf diesen Dienst zur\u00fcck, wenn eine Person schwere psychische St\u00f6rungen aufweist, die einen Beistand oder eine f\u00fcrsorgerische Unterbringung (FU) zu ihrem eigenen Schutz und Versorgung, erforderlich macht.<\/p>\n<p>Die T\u00e4tigkeit im Bereich der psychiatrischen Gutachten ist seit mehreren Jahren stark angestiegen und wuchs zwischen 2023 und 2024 um 33% auf insgesamt 299 Mandate im Jahr 2024.<\/p>\n<p>[\/et_pb_text][et_pb_text _builder_version=&#8220;4.27.4&#8243; _module_preset=&#8220;default&#8220; header_2_text_color=&#8220;gcid-b60b00b0-f252-4ff0-95e0-fa24cc045b12&#8243; custom_margin=&#8220;2vw||||false|false&#8220; global_colors_info=&#8220;{%22gcid-b60b00b0-f252-4ff0-95e0-fa24cc045b12%22:%91%22header_2_text_color%22%93}&#8220;]<\/p>\n<h2>Logistische Optimierung und soziales Engagement der Versorgungseinheit<\/h2>\n<p>Ende 2024 hat die Versorgungseinheit der Abteilung Medizintechnik und Einkauf eine neue Logistikplattform gegr\u00fcndet, welche die Materialbest\u00e4nde f\u00fcr alle franz\u00f6sischsprachigen Standorte des Spital Wallis (H\u00f4pital du Valais, HVS) zentralisiert.<\/p>\n<p>Diese umfasst verschiedenes Ausr\u00fcstungs-, medizinisches Verbrauchs-, Hauswirtschafts- und Betriebsmaterial, sowie Labor- und Informatikzubeh\u00f6r, und einen Pandemie-Reservebestand in Partnerschaft mit dem Kanton.<\/p>\n<p>Das Lager befindet sich 2,8 km vom Spital Sitten entfernt und erm\u00f6glicht es dem Spital Wallis, einen strategischen Lagerbestand zu sichern, insbesondere f\u00fcr Material das anf\u00e4llig f\u00fcr Lieferengp\u00e4sse ist. Zudem wurden die Beschaffungsprozesse optimiert und die Ressourcen effizienter genutzt.<\/p>\n<p>Die Lieferungen erfolgen t\u00e4glich an alle Standorte, wobei ein &#8222;Notfall&#8220;-Spediteur eingesetzt wird, um im Bedarfsfall schnell einspringen zu k\u00f6nnen. Ziel ist es, einen hohen Servicestandard bei diesen logistischen Aufgaben zu gew\u00e4hrleisten, die f\u00fcr einen reibungslosen Spitalbetrieb unerl\u00e4sslich sind. Ausserdem k\u00f6nnen Partner im Gesundheitswesen \u00fcber einen speziellen E-Shop Material bestellen, das innerhalb von 72 Stunden geliefert wird.<\/p>\n<p>Parallel dazu hat die Versorgungseinheit ihre Zusammenarbeit mit dem ORIF verst\u00e4rkt und f\u00f6rdert die berufliche Eingliederung von Jugendlichen mit Lern-, motorischen-, psychologischen- und\/oder Verhaltensschwierigkeiten. Diese Partnerschaft geht \u00fcber das soziale Engagement hinaus: Sie spiegelt auch den Willen zur kontinuierlichen Verbesserung von Effizienz und Qualit\u00e4t wider.<\/p>\n<p>&nbsp;<\/p>\n<p>Unter der Anleitung von drei Arbeitsagogen haben mehrere Jugendliche Aufgaben in der Versorgungseinheit \u00fcbernommen und bringen dort ihre Dynamik und ihr Know-how ein. Ihre Aufgaben beinhalten das Auspacken und Einr\u00e4umen von Waren, die Vorbereitung von Bestellungen f\u00fcr medizinische Abteilungen wie die Onkologie im Spital Sitten, Materialtransfer f\u00fcr das Pflegepersonal usw. Der Verantwortungsbereich ist vielf\u00e4ltig und erm\u00f6glicht es den Mitarbeitern, sich mit der Welt des Unternehmens vertraut zu machen:<\/p>\n<p>Das Ziel f\u00fcr diese Jugendlichen ist die Integration in das berufliche Umfeld. Steigende Kosten und fehlende Tarifanpassungen f\u00fchren zu einer Schieflage, der sich auch das Spital Wallis nicht entziehen kann. Im Jahr 2024 wurden im ZIS, wie auch in den anderen Standorten des Spital Wallis, Sparmassnahmen eingef\u00fchrt. Diese bewirkten, dass das Ergebnis des Finanzabschlusses besser ausfiel als im Budget vorgesehen. W\u00e4hrend die Bilanz 2024 des ZIS leicht positiv ausf\u00e4llt, bleibt die Bilanz 2024 des Spitals Wallis insgesamt defizit\u00e4r. Die internen Sparmassnahmen reichen heute nicht mehr aus, um den Auswirkungen der externen wirtschaftlichen Zw\u00e4nge entgegenzuwirken.<\/p>\n<p>Im Bereich der ambulanten Sprechstunde gibt es eine klare Unterpreisung, die darauf zur\u00fcckzuf\u00fchren ist, dass der Taxpunktwert von Tarmed f\u00fcr die Spit\u00e4ler im Wallis deutlich zu niedrig ist. Um die Effizienz des Betriebs aller ambulanten Sprechstunden des ZIS zu verbessern, wurde ein Lean-Management-Prozess eingeleitet. Die Versorgungsschwierigkeiten betreffen auch die Einkaufsabteilung, deren Aufgabe sich allm\u00e4hlich von Preisverhandlungen hin zur Verwaltung von Engp\u00e4ssen wandelt.<\/p>\n<p>Trotz dieses ung\u00fcnstigen wirtschaftlichen Umfelds wurden im ZIS im Jahr 2024 wichtige Projekte erfolgreich durchgef\u00fchrt, wie die obigen Beispiele zeigen. Und an anregenden Perspektiven mangelt es dem ZIS nicht. Dies gilt insbesondere f\u00fcr den Bereich der Labore. Der Bau eines neuen Laborgeb\u00e4udes am Standort Sitten ist der n\u00e4chste entscheidende Schritt in der Entwicklung des ZIS.<\/p>\n<p>Die Finanzierung eines solchen Baus ist unter der derzeitigen wirtschaftlichen Lage nat\u00fcrlich eine Herausforderung, aber das neue Geb\u00e4ude ist eine Notwendigkeit, da die derzeitigen Geb\u00e4ude aus dem Jahr 1976 nicht mehr den Standards entsprechen, keine Erweiterung der Kettenanalysen und -instrumente zulassen und nicht f\u00fcr den Betrieb eines modernen Labors geeignet sind.
